Provided your W8.1 is 64-bit you could try to download f6flpy-x64.zip from Intel's page - https://downloadcenter.intel.com/Detail_Desc.aspx?
Then you have to unzip this archive and copy all files to USB drive. The drive can be used to load the drivers at the begining of W8.1 install.
In case of any additional issues you could probably consider checking for BIOS update. Note all other drivers can be downloaded from Toshiba's site - http://www.toshiba.co.uk/innovation/download_drive

The driver I have linked is AHCI driver so make sure the AHCI is selected as SATA transfer mode in BIOS.

Yes, I can see that you are trying to use the AHCI driver but I was wondering do you have it properly set in BIOS/UEFI. Unfortunately I have no access to any of the latest Toshiba's laptops so I don't know what BIOS options are available to the users

there is an issue with haswell lynx point sata controller series9 & M550. It does not work even under linux. Latest windows drivers do not help.
Could you possibly elaborate more on this?
