Yes, and no difference, as long as the drive is secure erased prior to creating the small install partition. You can expand your install partition at any time, as long as the

unpartitioned space is after an expandable data partition. If not, there are still tools to shuffle patitions about (refering to GPT/UEFI type installations) when using WIndows as the OS.
