I'm using a CT480M500SSD1 in a Windows 10 computer as a startup drive.
When I check the Momentum Cache in Storage Executive (Version 3.60.082018.04) it is inactive.
But the activation button says "Disable Momentum Cache". See photo below.
What is going on and how do I activate the cache?

Try disabling, restart the system, then see if it gives you the option to enable. Also try unistalling the software and reinstalling to see if that makes a difference.
